I always thought Starfleet was very redgimented though? A member chooses a speciality and then moves up the ranks within that department. Least, that's the impression I got.

Pretty much, and while the guy I've been thinking about would be in the security/tactical department under normal circumstances he wouldn't have risen to a department head yet.

Ahh ok, well you don't have to be a Department head, and of course Tactical/Security head is taken. You could still be in the department though, maybe Assisstant Chief Tactical/Security Officer then?

In a combat situation you take over if the Chief is out of action on the bridge. Other than that your generally organising the security forces in the event of possible boarding operations and oversee-ing the distribution of weaponry. In a non-combat situation you take the Tactical/Security console on the bridge when the Chief isn't on his shift.

While there are parts specific to their fleet in there the general department descriptions and position descriptions are pretty good.

I'm in. As it is better to get the important stuff filled up will be sidelining the security dude and take that open Medical Officer position.

Right I've written and PMed my Bio to Jinx. For those of you who don't have a perfect memory of Star Trek I found http://memory-alpha.org/ to be quite useful in make sure that everything fits together right and also as inspiration. I also found wikipedia's lists of things very useful for coming up with federation ship names for example you may have come across a science ship and could use the name Penrose after a certain physicist in a way the fits the cannon perfectly. Not to mention that other use in bio writing that a huge ass list of names has.
